In general, no.
The good news is that starting a business with very little money
is possible, depending on what you have in mind.
Or, you might
start a company with no money of your own, but someone lends you
start-up capital.
The simple reason being that to incorporate a
company, you have to register a legal entity and pay some fees.
Depending on where you are in the world, a registered agent might
suffice. In that case, a few hundreds of dollars will get you
started. In many countries, you will need a notary to incorporate a
company and prepare the deed. In that case, you will probably need a
few thousands of dollars.
The above (administrative) costs are
separate from your core start-up costs to be able to work. If you
start a gardening service and already have a lawnmower and tools, you
are probably ready for your first job. If not, you will need money to
take you through your first investment in equipment.
